Before 1989, the park was known as "23 August Park." It remains a significant part of the Lia Manoliu Sports Complex, which covers approximately 40 hectares. The complex includes the National Arena Stadium, an athletic track, football fields, tennis courts, a swimming pool, an ice rink, a gymnastics hall, and a parachute tower.
Developed on a partially wooded area with water features, this park occupies a space historically known as Bariera Vergului before World War I.
